The Greer City Council voted Tuesday to approve an amendment to the city’s Unified Development Ordinance, updating the types of signage allowed in city limits.
Council unanimously approved the final reading of Ordinance 29-2026 at its regularly scheduled meeting. The ordinance establishes specific requirements for digital displays and electronic message boards.
Under the amended Unified Development Ordinance, electronic message boards are allowed in Regional Center or Commercial Corridor zoning districts. The screens must be incorporated within a larger monument sign and meet several additional requirements, including automatic dimming technology for nighttime use and a minimum 10-second hold between images.

Council then approved two easements within city limits. The first is a utility easement for the Greer Commission of Public Works to bring natural gas services to the Prisma Health Performance Center. The second is a temporary construction easement for Pulte Home Company, LLC to construct a residential subdivision near the intersection of Hawksberry Drive and W. Wade Hampton Boulevard. Both easements were approved unanimously on their final readings.
Council also approved two rezoning ordinances on final reading. Ordinance 22-2026 rezones property on Victor Street to Office Professional for the expansion of a church. Ordinance 23-2026 rezones 0.28 acres on Jackson Street to Traditional Neighborhood for the construction of single-family homes. Both items were approved unanimously.
In new business, Council approved the first reading of Ordinance 25-2026, which would annex 1.5 acres on S.C. Highway 101 into the city limits. The property is owned by First Citizens Bank, and the intention is to build a financial institution. Council approved the ordinance unanimously.
