The Greenville County Council heard several agenda items at its Tuesday night meeting, including a potential FILOT agreement for a new manufacturing company in Greer.

A FILOT, or Fee in Lieu of Taxes agreement, lets companies pay a fee instead of standard property taxes in exchange for meeting certain investment requirements. United Composite Materials LLC and Hankuk Composites US Inc. plan to move into an existing manufacturing facility, creating 50 new full-time jobs and investing $10 million in the county. 

Council moved to approve the item on its second reading with a vote of 8-1. The ordinance will be heard once more at the Council’s next regular meeting before final approval.

Other items on their second reading included an ordinance authorizing an agreement for the development of an industrial and business park, as well as several zoning ordinances. Hunter Industrial Park will be a joint project between Laurens County and Greenville County, though Council members noted it would primarily be in Laurens County. 

Council approved the ordinance 8-1, and it will be heard for a third time before final approval. All of the night’s zoning ordinances were either denied by the Council or sent back to planning on their second reading. 

Here’s a look at how each zoning ordinance was voted on:

  • Ordinance CZ-2026-003: 

    • Request: Rezone property at 333 Gibson Drive from R-S to R-15

    • Planning Committee Recommendation: Denial

    • Council Decision: Send back to Planning and Development, unanimous

  • Ordinance CZ-2026-006:

    • Request: Rezone property at 231 Murrell Road from R-12 to R-MA

    • Planning Committee Recommendation: Denial

    • Council Decision: Denial, unanimous

  • Ordinance CZ-2026-008: 

    • Request: Rezone property on SC Highway 418 and Hopkins Road from R-R3 to C-1

    • Planning Committee Recommendation: Denial

    • Council Decision: Denial, unanimous

  • Ordinance CZ-2026-009:

    • Request: Rezone property on SC Highway 418 from R-R3 to C-1

    • Planning Committee Recommendation: Denial

    • Council Decision: Denial, unanimous

  • Ordinance CZ-2026-010:

    • Request: Rezone property at 351, 355 and 359 Roberts Road from R-S to R-10

    • Planning Committee Recommendation: Denial

    • Council Decision: Denial, with a vote of 4-6

There were also five zoning ordinances on their first reading, all of which were approved to be sent to the Planning Commission by the Council. They will come back to Council with a recommendation from staff at next month’s meeting. 

Finally, Council heard the first reading of an ordinance that would provide for the issuance and sale of up to $2 million of general obligation bonds to the Donaldson Center Fire Service Area. 

According to documentation from the Donaldson Center Fire Department, the bond will be used to replace critical equipment at the station. This would make it possible for the Fire District to pursue a Class 1 ISO rating. The ordinance will be heard two more times before final approval.
