The Greenville County Council motioned to approve a General Obligation Bond Request, allowing up to $10 million for projects at Twin Chimneys.

Twin Chimneys is the county’s solid waste facility. The approval of the bond request came at Tuesday night’s council meeting and was passed unanimously. 

General obligation bonds are a type of government loan backed by taxpayer dollars. The county plans to issue these bonds to fund the construction of a new 1.7-million-cubic-yard landfill cell at the facility. The plan is to levy annual taxes to pay back the principal and interest.

Council also approved six additional ordinances and a resolution at its Tuesday night meeting. The resolution commits the county to match a Land and Water Conservation Fund Grant from the National Park Service. 

Essentially, the county applied for a grant from the Land and Water Conservation Fund, and this grant requires that the county contribute an equal amount of money to the project. The resolution is the county’s official agreement to match those funds which, in this case, is $1 million.

The other big ordinance passed by Council on third reading is a land transfer. It transfers 6.07 acres on Worley Road from the County to the Greenville County Redevelopment Authority. The Authority says it plans to use this acreage to increase affordable housing units in the county.

  • Ordinance CZ-2025-056: Property of Clayton H. Pakkala & Tiara J. Pakkala of Pakkala Revocable Trust, 913 & 915 Lakeview Circle (Council District 18), R-S to R-15

  • Ordinance CZ-2025-057: Property of Joseph M. Turner & Ericka L. Turner, 10696 Old White Horse Road & McElhaney Road (Council District 19), C-2 to R-S

  • Ordinance CZ-2025-058: Property of Roberts SC Land Greenville LLC, 1451 Donaldson Road & Augusta Road (Council District 25), C-2 to S-1

Council also reviewed 12 additional ordinances for their first reading, and four for their second reading. Before approval, these ordinances will make their way back to Council through their third reading.
