The Greer City Council met for its regular meeting on Tuesday, May 26, approving the first reading of the city budget.

Ordinance 18-2026 adopts a budget for the City of Greer for fiscal year 2026-27. For the upcoming year, the city plans for $61,069,053 in general fund expenditures, while maintaining the current property tax millage of 111 mills.

The budget does include some fee increases, including sanitation, code enforcement and Greer Golf rates. All eligible city employees are slated to receive a 2.8% cost-of-living adjustment, and the City plans to hire 22 new employees.

Council voted 5-2 to approve the ordinance on its first reading. Charles Lander and Wryley Bettis voted in opposition, citing concerns over the lack of a millage reduction. A second reading of Ordinance 18-2026 will be held at the City Council’s next meeting on June 9, and a public hearing will be held prior to the vote.

Other items of new business included the first reading of Ordinance Number 15-2026, which would rezone property located on East Gap Creek Road from design review district to office professional. 

Council approved the first reading of an annexation ordinance for this property at its last meeting. The applicant, Tsanali Property LLC, intends to build an antique weapons museum. The rezoning request passed 6-1, with Karuiam Booker voting in opposition. This ordinance will return to Council at its next meeting.

Council also heard the first reading of Ordinance Number 16-2026, which aims to change the zoning classification of property on Albert Street from Commercial General to Traditional Neighborhood. The applicant plans to build a home on the property. Council approved the first reading unanimously.

Council unanimously denied Ordinance Number 17-2026, a request from Gray Engineering Consultants related to the Blue Ridge Plantation development. The request sought to revise the Blue Ridge Plantation Statement of Intent to allow for additional residential development and prohibit commercial development on the property.

Four community members spoke against the ordinance during a public forum on Tuesday. City staff and the Planning Commission recommended denial. Council upheld these recommendations in its unanimous vote.

The final item of new business for Council was the first and final reading of Resolution Number 13-2026. This resolution aims to adopt the City of Greer Housing Assessment and Strategy Report. Council voted unanimously to postpone this item until they have more time to review the document.
