The Greer City Council addressed a slate of new business items during its regular meeting on Tuesday evening.

Council’s first two items were annexation ordinances. Ordinance 20-2026 and Ordinance 21-2026 aim to annex various parcels at the corner of S Suber Road and W Wade Hampton Boulevard into the city with a zoning of commercial corridor.

The property is just under two acres, and the intent is to build a gas station with an attached convenience store. Council approved both items unanimously, and they will be heard for a final reading at Council’s next meeting.

Council then held its first and final reading of Resolution 18-2026, which accepts the streets of the Chestnut Grove Subdivision into the city street system. Those streets are: Laxton Road, Cartmel Street, Burghley Circle and Hillcraft Drive. Council approved the resolution unanimously.

Council also heard Resolution 19-2026 for a first and final reading. The resolution makes routine updates to the city's Financial Policies and Procedures. Council approved the resolution unanimously.

The next item for Council was an award recommendation for the second phase of the City’s Pilot Watershed Study. The study, launched in 2022, assesses the condition of Greer's stormwater system. The second phase will focus on third-party inspections of storm drain assets within the Biblebrook watershed.

City staff recommended that the project be awarded to Compliance Envirosystems. Council approved this recommendation unanimously. The inspection services will cost no more than $200,000 and will be funded through the city’s stormwater fund.

Council then heard Resolution 13-2026 for its first and final reading. This resolution adopts the City of Greer Housing Assessment and Strategy Report. The report will serve as the city's housing policy framework moving forward. Council approved the resolution 6-1, with member Charles Lander voting in opposition.

The next item before Council was the first reading of Ordinance 26-2026. This ordinance approves an easement for Pulte Home Company LLC to complete utility work near the intersection of E. Wade Hampton Boulevard and Hawkesberry Drive. Council approved the first reading of the ordinance unanimously, and it will be heard for a final reading at Council’s next meeting.

The final two items before Council were property-related ordinances. Ordinance 27-2026 would sell two city-owned parcels to Greer Hotel Partners LLC for a proposed hotel and parking structure near Victoria Street. Council approved the ordinance unanimously, and it will be heard for a final reading at Council’s next meeting.

Ordinance 28-2026 would sell a city-owned parcel near Hammett Bridge Road. The proposed use for this property is a grocery-anchored retail development. Council approved the ordinance 4-3, with members Jay Arrowood, Karuiam Booker and Charles Lander voting in opposition. It will be heard for a final reading at Council’s next meeting.
