Greer City Council had its regularly scheduled meeting on Tuesday, Aug. 26, where it heard proposed amendments to the Unified Development Ordinance.

Ashley Kaade, Planning Manager with the city’s Planning and Development department, gave the presentation to the Council. The Unified Development Ordinance was established in Greer in 2023 and has since undergone regular amendment cycles.

Tuesday evening marked the first reading of the ordinance — titled Ordinance 22-2025 — with the Council voting to move it forward. This means that the Council will rehear the proposed amendments at its next meeting and will officially vote on whether to adopt them.

“I think we’ve made good progress tonight,” said Greer Mayor Rick Danner, regarding the amendments. “... We will wait for further advice on some of [the] issues and go from there.”

According to officials from the Planning and Development department, the amendments within the ordinance would primarily affect businesses and developers in the area, rather than the standard resident. Many of the proposed changes are to help clarify terms and processes. Other proposed changes would alter certain standards such as those in place for parking lots, sidewalk width and signage size.

Other Council items on Tuesday included an update from Alex Cahill, Director of Planning and Development, on the department. Additionally, five ordinances were read for the final time, and all were passed unanimously — Ordinances 15-2025, 16-2025, 17-2025, 18-2025 and 19-2025. Read the breakdown of these ordinances here:

  • Ordinance Number 15-2025

    • A zoning classification change for properties owned by the Greenville Hospital System. The properties are located on Buncombe Road, West Road and South Main Street and were originally zoned as “commercial general” and “office professional” lots. They are now all zoned as “regional center.”

  • Ordinance Number 16-2025

    • Amendments to the Businesses of the City of Greer Code of Ordinances, Article XII. These amendments help establish regulations for mobile food units.

  • Ordinance Number 17-2025

    • Approval of a request from C.P. Greer, LLC, to transfer part of its economic development deal with the city to IPCP Acquisition Company IV, LLC. The new company will now take on part of the agreement’s responsibilities.

  • Ordinance Number 18-2025

    • Provides for the annexation of a property on Coldbrook Drive, owned by True North Properties, by 100% petition. The zoning classification of this property will be “traditional neighborhood.”

  • Ordinance Number 19-2025

    • A zoning classification change for properties owned by RMM Enterprise, located at 306 E Frontage Rd. The zoning change shifts the property from “commercial corridor” to “manufacturing logistics.”
