The Lyman Town Council held a special-called meeting on Monday night to discuss upcoming commemorative efforts and provide final approval for a street-naming ordinance.

Council heard the first reading of Ordinance No. 03092026 two weeks ago at its regular March meeting. On Monday, Council unanimously approved the ordinance, which outlines the procedure for naming and renaming town streets.

Here’s a look at the proposed street naming criteria as written in the ordinance:

  1. Street names shall be unique, easily discernible and simple to pronounce for public safety purposes

  2. Similar-sounding or duplicate street names shall not be permitted

  3. Street names shall not contain more than 18 characters in the base portion of the name

  4. Cumbersome, corrupted, discriminatory or derogatory names shall not be permitted

  5. Street names may reflect native wildlife, flora, fauna, geographic areas or natural features related to the town of Lyman

  6. Streets may be named after individuals, living or deceased, in accordance with criteria laid out in the ordinance

The rules for the naming and renaming of streets can be read in full in the Town Council’s agenda packet. According to town officials, the approval of the ordinance was pertinent to the town’s plans to rename Church Road to Rita Allison Avenue at an upcoming ceremony celebrating the former state representative’s contributions to Lyman.

This ceremony was the subject of Council’s second item of business at its special-called meeting. Since the Council last convened, town staff said they learned that Church Road is a state-owned roadway, meaning that the town does not have the right to rename it.

With this new information, Council then voted to approve a resolution amending the plans to honor Rita Allison. Under the new plan, a commemorative sign will be placed along Church Road honoring Rep. Allison, subject to approval by the S.C. Department of Transportation. The Park of Lyman will also be renamed to Rita Allison Park.

Council unanimously voted to approve this resolution. The Rita Allison dedication ceremony is scheduled for Friday, April 17, from 10 a.m. to 12 p.m.
