The Greer City Council approved an amendment to its business license ordinance at its regular meeting Tuesday night.
The amendment updates the business license class schedule, slightly changing licensing fees for city businesses. According to officials with the city’s business license department, the updated fees should be minimal, and some business owners may even see their fees decrease. Business license rates are viewable on the business license department’s website.
Council also motioned to approve an ordinance updating Greer’s comprehensive plan, as part of a five-year updating cycle. According to city administration, municipal governments are required to update these plans regularly per the South Carolina Local Government Comprehensive Planning Act of 1994.
Three annexation ordinances were also heard and approved by the council at Tuesday’s meeting. The first annexes property at 1455 W Wade Hampton owned by CNS Property, LLC, and gives it the zoning classification of Commercial Corridor. The intent is to develop a car repair facility at this location.
The second ordinance annexes property at 3019 S. Hwy 14, 3021 S. Hwy 14, and 3035 S. Hwy 14 owned by AGWG 3085 Holdings, LLC. It gives it the zoning classification of Commercial Corridor, with the intent to develop a car club.
The final annexation ordinance annexes property at 3085 S Hwy 14 owned by Hwy 14 Cars, LLC, giving it the zoning classification of Commercial Corridor. The intent is to develop a car club at this location, too.
Council also had its first and final readings of three resolutions. The first, Resolution Number 22-2025, amends the holiday schedule for city employees. This amendment adds Presidents Day to the holiday schedule, as well as two floating holiday days for employees to use at their discretion. This amendment passed 6-1, with council member Wryley Bettis voting in opposition.
The second resolution, Resolution Number 23-2025, authorizes the city to look into the partial closure of Moore Street. According to city officials, the South Carolina Department of Transportation wants to update the railroad arm system on Moore Street. Out of safety concern, the city is looking into closing that portion of the road.Â
City officials say that this resolution kicks off the public notification period, and that Council will still hear this issue twice before an actual road closure would take effect. Council approved the resolution unanimously.
The third resolution authorizes the Greer Police Department to use the 150th anniversary commemorative badge for the 2026 calendar year. This resolution also passed unanimously. The badges commemorate Greer’s history for its sesquicentennial year.
In the spirit of the sesquicentennial, Tourism Director Lindsay Shaffer gave Council a presentation on the city’s plans for the anniversary year celebrations. A merchandise website has been created, with official Greer 150 apparel. The city also has an information page for the sesquicentennial on its website.
Finally, Council heard three items for their first readings, all of which were approved to carry on to a second and final reading. The first, Ordinance Number 30-2025, aims to privatize a portion of Park Avenue.Â
The second, Ordinance Number 31-2025, aims to provide a temporary construction easement to the S.C. Department of Transportation to complete a project at the Suber Road and Chick Springs intersection. The project would widen Suber Road, adding left turn lanes and sidewalks.
The third item heard for its first reading was an award recommendation for the Stevens Field Wall Replacement Project. This wall was heavily damaged in Hurricane Helene, and six companies put in bids to repair it. The recommendation from the City of Greer Capital Projects Department is to award the project to Foothills Construction.
