The Lyman Town Council met on Monday evening, voting to establish specific laws for derelict vehicles within town limits.
Discussion around this issue began in March, when Lyman Mayor David Petty brought up concerns over current town policies allowing residents to have an unlimited number of non-functional cars in their yards. The new ordinance amends Article VIII, Section 816 of the town code, setting explicit standards for these vehicles.
As of Monday, Lyman residents are allowed up to one non-functional vehicle per residential property that is registered with the town and undergoing repair. Any other non-functional vehicles must be stored inside a garage or building. For a full look at the proposed ordinance, see the July 13 council meeting agenda packet.
Council approved the ordinance with a vote of 6-1, with council member Jack Bellaire voting in opposition. The town administrator is expected to give an update to Council in six months to discuss the implementation and enforcement of the ordinance.
For its second item of old business, Council unanimously approved an ordinance to amend the Fiscal Year 2025-2026 Budget. Council amends the budget at the end of each fiscal year to more accurately reflect the year’s revenues and expenditures. The ordinance was passed unanimously.
In new business, Council unanimously denied a rezoning request for property located on Half Moon Court. The applicant requested a change from Residential Single-Family to General Business District, which members of council argued was inappropriate for the area. Some of the concerns cited were a lack of road infrastructure and disturbances to nearby residences.
No other items were voted on by Council. A discussion was held regarding the town’s Peddlers’ Ordinance, with some council members requesting that additional provisions be added to address solicitation concerns. A draft ordinance to amend the law is expected to be presented at next month’s meeting.
