The City of Greer has 15 capital projects underway, including the Sports and Events Center, Public Safety Training Center, Groce Meadow Fire Department, Downtown Parking Garage, South Tyger River Greenway Trail, and Wards Creek Trail. The largest project is the Sports and Events Center, which is on track to be completed by 2027. The Public Safety Training Center is expected to be the first to be completed, with a predicted end date in late April. The Groce Meadow Fire Department is in the planning phase, while the Downtown Parking Garage is on hold as the city discusses continued development. The South Tyger River Greenway Trail is expected to be completed by June 13, while the Wards Creek Trail is in the planning stage with no set completion date.
Construction of Greer's Sports and Events Center on Highway 14 is progressing well, with 37% of the concrete panel erection phase completed. Nearly 100 panels have been set so far, and the installation is scheduled for completion on March 4. The building foundations and electrical conduits have also been completed, and the focus for the rest of the month will be on installing concrete panels and assembling the building's steel frame.
The South Carolina Department of Transportation (SCDOT) will begin construction on a roundabout project at the intersection of Gap Creek Road and Gary Armstrong Road in Spartanburg County on December 8. The construction will cause intermittent road closures on Gary Armstrong Road and Hamilton Road, and drivers are advised to seek alternate routes. Detour signs will be placed throughout the area. Construction is expected to be completed in Fall 2026.
The Greer City Council unanimously approved a second early release package for the construction of the Sports and Events Center at Monday night’s meeting. The $19 million package was given to the city by Harper General Contractors. The cost will be covered by the Corporation for Greer Fund.

The Greenville County Sheriff’s Office has arrested 50-year-old Kerry Don Penwell following an investigation into fraudulent construction practices. Penwell, owner of Kasted Design Group, allegedly accepted more than $260,000 from a residential construction company to complete electrical work on multiple projects, but has only completed approximately $15,000 worth of work since May 2024. Additionally, investigators discovered that Kasted Design Group was not licensed to perform electrical work, only holding a license to install burglary alarms. Penwell was charged with Breach of Trust and Unlawful Practice of a Regulated Profession.
The Spartanburg District Five Board of Trustees held their first regular meeting of the school year on Aug. 25, where they discussed departmental updates and voted on the Minority Business Enterprise Plan for the 2025-2026 school year. The Board also heard a presentation on the selected architects for the system's construction projects.
The Truist Foundation awarded Spartanburg Community College a gift of $200,000 to advance its Heavy Equipment Program, launching in Aug. 2025. The program offers hands-on training for students entering the construction and infrastructure industries.
The Greer City Council has approved an early release work package for the construction of the Sports and Events Center, with work set to begin mid-August. The package, priced at $7.935 million, includes utility work and grading of the land. The center will be located near Highway 14 and Buncombe Road and will serve as a flexible space for the city to host a variety of events, including athletics. The Council also approved an agreement with Spartanburg County regarding financial arrangements for annexed properties.
